182 ARTICLE 1.

1908, ch. 629, sec. 184A21 (p. 337).

485. Whenever the persons owning the property fronting on any such
sidewalks shall refuse to have such sidewalks, gutters and sewers paved
when directed to do so by an ordinance, within thirty days from the date

of its passage, the said Mayor and Council shall have the materials found
and the work done, and shall cause the proportion of expenses chargeable
to each proprietor or owner, to be ascertained, and may recover the same
by action in the Circuit Court or before any justice of the peace, accord-
ing to the amount awarded, or may distrain the personal property of such
proprietor or owner at any time within six months from the time when
the ascertainment of the proportion of such proprietor or owner shall be
made; provided, that ten days' notice shall be given by the Mayor to the
said proprietor or owner of the amount of his or her assessment, prior to
such suit or distress.

AMENDMENTS TO CHARTER.

1908, ch. 628, sec. 184A22 (p. 337).

486. No amendments, alterations or changes shall be made or take place
in the charter of the town of Midland, Allegany County, Maryland, after
the year 1908, without the knowledge, consent and approval of the major-
ity of the voters of the aforesaid town. The approval or disapproval of
the voters to be determined by submitting the amendments, alterations and

changes to a vote of the people of said town at the next city election.

BAILIFF.

1924, ch. 144, sec. 184A23.

487. The Bailiff shall before entering upon his duties take the same
oath as the members of the Council. He shall perform the police duties
of the town and is clothed with the powers of a Constable under the gen-
eral law, and he shall be subject to the orders of the Mayor and Council,
and shall collect all fines, for the violation of the town ordinances, and
shall pay over and account for the same at such time and in such manner
as may be prescribed by the orders of the Council.

Ch. 144, 1924, was ratified by the voters at the town election as provided by
said Act.

MINORS AND NON-SUPPORT.

1927, ch. 334.

488. Any person in Allegany County, who shall without just cause

desert or wilfully neglect to provide support and maintenance for his wife

or minor child or children as the case may be, and any person charged by
law with the care, custody, support or maintenance of any minor child or

children, who abandons such minor or fails or refuses to provide support
and maintenance for such minor, shall be deemed gnilty of a misdemeanor,
