CARROLL COUNTY. 1815

so convicted may be committed to the jail of Carroll County, or to some
place of confinement provided within the corporate limits of said town, by
said Burgess or said justice of the peace, until the fine and costs are paid,
or for ten days, whichever shall first occur; and the Burgess or justice of
the peace who committed such offender may, when it seems to him proper,
order such offender to be discharged before the expiration of ten days, and
the sheriff of said county shall be entitled to be paid by said corporation
the same fees as he receives for keeping prisoners under the laws of this
State, and no fine imposed upon any offender shall be less than one dollar
nor more than ten dollars.

285. The Burgess and Commissioners may make and enforce all by-
laws, regulations and ordinances, not contrary to law, as they may deem
wise, equitable and expedient, for the comfort, health and convenience and
prosperity of the town and its inhabitants, for the prevention and removal
of nuisances, preservation of health and suppression of vice and immorality
within its limits, and for such purposes are empowered and directed to
enter upon any private grounds or premises as often as they may deem
necessary, to examine into the condition thereof, and if not found in a satis-
factory condition, to adopt such means as may be necessary to remedy the
same.

286. The Burgess and Commissioners of said town shall have power
to purchase and hold real, personal and mixed property for the use and
benefit of said corporation, and to convey and dispose of the same or any
part thereof.

287. It shall be the duty of the County Commissioners of Carroll
County to pay annually to the Burgess and Commissioners of New Wind-
sor, one-half of the amount of taxes levied and collected annually by said
County Commissioners for road purposes upon the assessable property
liable to taxation within the limits of the corporation of New Windsor,
to be appropriated and used by the said Burgess and Commissioners of
New Windsor, for the repair, maintenance and improvement of the streets
and roads within the limits of said corporation.

288. The Burgess and Commissioners of New Windsor, in Carroll
County, in the State of Maryland, are hereby authorized and empowered
to construct water works for the purpose of supplying the inhabitants of
said town atnd the vicinity thereof with water for the extinguishment of
fires and for domestic and manufacturing purposes, and they are hereby
authorized to rent and sell water to the inhabitants of said town and the
