217. The Council and other officers of the corporation shall, before
they enter upon the duties of their offices, make oath that they will dili-
gently and faithfully, to the best of their skill and judgment, perform
the duties of their office, and shaill file a certificate thereof signed by the-
officers before whom said oath was ma.cle among the records of the corpo-
ration.

218. The Council shall be judges of the qualification of the Mayor
and of their own members.

219. The five members of the Council at their first meeting after their
election shall elect one of their members chairman of the Council, who shall
be Mayor pro tem in the absence of the Mayor, and three members of the
Council shall constitute a quorum for the transaction of business, and the
Council shall pass rules and by-laws for their own rule and government
while in session.

220. The Mayor and Coucil shall meet on the first Monday of each
month at such place and hour as shall be fixed by the Mayor or ordinance,
and at such other times as they shaill adjourn to.

221. Neglect or non-use shall not work a forfeiture of any of the pro-
visions of this Act.

1900, ch. 341, sec. M.

222. The Mayor, by and with the advice and consent of the Council
at the first meeting after their election and qualification, or as soon there-
after as may be, shall biennially appoint the clerk of said town from
among the qualified voters thereof, who shaill keep accurate minutes of
their proceedings, and shall record all laws and ordinances passed by them,
in a well-bound book, which shall be kept open to public inspection; and
all laws and ordinances, when recorded in said book, shall be therein
signed by the Mayor and attested by the clerk; and -said book shall be
evidence of said laws or ordinances in any court of law or equity in this
State; and said clerk shall attest all ordinances passed by said Mayor and
Council, and cause copies of the same to be posted in not less than five
of the most public places of said town; he shall file and keep all original
papers entrusted to hia care; he shall act as treasurer to said corporation,
and as such shall keep in a well-bound book an accurate account of the
receipts and disbursements) of all money and funds of the said corpora-
tion, and shall pay out the said funds only on the order of the chairman
of the Council, after bills or orders, thereof shall have been passed by a.
