therefor as the collector of the county assessment has to distrain for the
same; and the Mayor and Common Council shall require the said collector
to enter into bond with sufficient security to the said board for the true
and faithful performance of his duties as such, which said bond shall be
liable as collectors' bonds are under the laws of the State; and the said
Mayor and Common Council shall fix the compensation of such collector.

174. The Mayor and Common Council, whenever they think the pub-
lic interest requires it, may cause an assessment to be made of all the
property in said corporation, subject to assessment as aforesaid, by three
competent persons as assessors, appointed by them; and said Mayor and
Common Council shall prescribe the manner in which such assessment
shall be made, and provide for adjusting all deficiencies in relation there-
to, and do all other things necessary for making the same.

175. They shall appoint a competent person as treasurer, whose duty
it shall be to take proper care of the finances of said corporation, and
who shall give a bond with securities, which shall be approved by said
Mayor and Common Council, for the true and faithful performance of
his duties as treasurer of said corporation.

176. They shall have power to make all such by-laws, regulations and
ordinances, not inconsistent with the laws and Constitution of this State,
as from time to time they may deem wise, equitable and expedient other
than those hereinafter specified, for the comfort, health, convenience, safety
and prosperity of the town and its inhabitants, or the prevention and
extinguishment of fire in said town; for the prevention and removal of
all nuisances, preservation of health and suppression of vice and immor-
ality within the limits of the town; to restrain or license theatrical or other
public exhibitions and amusements not taxed by the State, within the
limits of the corporation; to license and prevent dogs from running at
large in said town, and for taxing them and for the killing of all those
having no recognized owners; and to- license and prevent swine, geese
and duck from running at large in the streets; to regulate and provide for
the issuing of licenses or permits for all hawking, peddling and vending
of wares and merchandise of every description upon the streets or high-
ways of the said town, and to issue licenses or permits to all itinerant
peddlers who may go from house to house to sell or to vend any wares
or merchandise; to issue license to any and all persons entering or be-
ginning transient business in said town, for the sale of goods, wares or
merchandise; to regulate and provide for the issuing of license to all
traveling persons who dispense medicines or medical advices; to impose
a license on all gas companies, water companies, telephone and telegraph
companies, brokers, real estate and insurance companies and agencies
