CARROLL COUNTY. 1773

Council receiving the highest number of votes shaill hold office for tho
period of two years; the three other members of the Council holding for
one year; and if 'at this election there shall be a tie between more than
two candidates with the highest number of votes, the ones to hold office
for two years shall be publicly determined by lot, after due notice to' the
parties interested by the Judges' of Election. At the election to be held
in April, 1926, there shall be three members of the Council elected for a
period of two years, and at the election in the year 1927, the Mayor, with
two members of the Council, shall be elected for two years, and so alter-
nately from year to year thereafter; said election shall be held annually
on the first Saturday of April, at such plaice as shall be designated by the
Mayor and Common Council, between the hours of one o'clock and four
o'clock P. M.

162. The Mayor shall give at least two weeks' notice of the election,
and shall appoint three persons as judges of election; and the said judges
shall have power to appoint a clerk, who shall keep a record of the persona
voting and the persons voted for; and the persons having the highest num-
ber of votes for the several offices of Mayor and Common Council shall be
declared duly elected. In case of a tie vote, at any election after the
election in the year 1925, the Mayor shall give ten days' notice of the
new election to decide the choice between the parties having such tie vote.

163. The jiidges and clerk of election shall notify the persons elected
of their election, and the persons so elected shall severally hold their
respective offices from the first Saturday of April in each and every year
next ensuing the election, for and during the term of two years (except
the three members of the Council to be elected in April, 1925, who shall
hold for one year), and until their successors shall be duly elected and
qualified.

164. The Mayor and Common^ Council, or a majority of them, may
meet from time to time, as the occasion may require, upon the business
of the town, and not less than once in every three months; and if during
the year for which they may have been elected, the mayor or any of the
common council should die, resign or refuse to serve, or move from said
town, or be otherwise disqualified, a majority of said body yet in their
seats shall fill said vacancy, by the election of a person having the afore-
said necessary qualifications, until the next general election.

165. All ordinances passed by the Mayor and Common Council shall
be entered by their clerk in a book to be kept by him for that purpose,
