151. Every justice of the peace selected under this Act as police jus-
tice shall file with the County Commissioners of Carroll County, on the
first Monday of the months of April, July, October and November of every
year, on account verified by his oath or affirmation, of all fines, forfeitures
and penalties imposed by him under the laws of this State, or under any
ordinance of the city of Westminster, which said account shall show the
names of the parties, the fines and penalties imposed, together with the
amount of costs and to whom the said costs were due; and the said police
justice shall at the time of filing said account pay over to the said County
Commissioners the amount of all fines, penalties, forfeitures, justice's and
State's witnesses' costs so received by him, except the fines and costs for
violation of the ordinances of the city of Westminster, which shall be paid
by him to the parties entitled to receive the same; any failure to file said
account as above required shall be cause for removal by the resident judge
of the Circuit Court for said county and the selection of another justice
of the peace to act as police justice in his place; and if said police justice
shall fail to pay over to said County Commissioners all of said fines, penal-
ties, forfeitures and costs collected by him at the time of or before the
filing of said account he shall be deemed a defaulter and shall be pro-
ceeded against and punished in the manner prescribed by the Code of
Public General Laws of this State in relation to defaulters.

152. The justices of the peace so selected as police justice may be
changed from time to time by the resident judge of the Circuit Court of
Carroll County at his discretion, and any other justice of the peace of said
seventh election district may be selected by him to perform the duties of the
said police justice, in case of his removal, death or resignation from office.

153. All Acts, general or local, inconsistent herewith, except the pro-
visions of Article 12 of the Code of Public General Laws, title "Bastardy
and Fornications" are hereby repealed in so far as they may conflict with
this Act.

154. In all such cases before the justice of the peace in and for the
counties* above named, either party shall be allowed an appeal to the
Circuit Court for the county in which the offense was committed, where
they shall be tried de novo, and all such appeals shall be taken in such
manner as is now provided for by law in other cases of appeals from
judgments of justices of the peace.
