and in case of refusal and neglect to do so, he shall forfeit to the Com-
missioners, for the use of the county, for every such neglect or refusal,
the sum of one hundred dollars, to be recovered by indictment in the
circuit court.

41. Whenever the amount of taxes collected shall be insufficient to
meet the current expenses of Carroll County, the County Commissioners
of Carroll County shall be authorized and empowered to borrow upon the
credit of said county, such sum of money, not to exceed $100,000.00, as
may be necessary to pay such expenses.

42. Before any deed for the conveyance of real estate in Carroll Coun-
ty shall be received for record by the Clerk of the Circuit Court for Car-
roll County, the person offering said deed for record shall submit the
same to the Clerk to the County Commissioners of said county, who shall
thereupon make transfer on the county assessment books of the said prop-
erty to the name of the new owner or owners thereof, and as evidence of
said transfer, shall stamp upon said deed his certificate thereof, and no
deed shall be received for record without said certificate; but before such
property shall be transferred on the assessment books in the office of said
County Commissioners, all public taxes, assessments and charges for the
current year and all prior years, shall have been paid. At the time of
submitting the deed to the Clerk of the County Commissioners, the per-
son or persons offering the same shall furnish said clerk with a statement
of the buildings, if any, upon the land conveyed by said deed. All Acts
or parts of Acts inconsistent herewith are hereby repealed.

43. The County Commissioners of Carroll County shall annually levy
and collect from the assessable property in Carroll County, as other county
taxes are levied and collected, the sum of eight thousand dollars, which
sum of money the said County Commissioners shall distribute and pay
to the several volunteer fire companies in said county for the support,
maintenance, equipment and operation of said volunteer fire companies
for the purpose of suppressing fires in said county; and that said sum
of money shall be proportioned and distributed among said volunteer fire
companies upon the recommendation of the executive committee of the
Carroll County Volunteer Firemen's Association.

44. Whenever they deem it necessary the County Commissioners may,
on or before the first day of May in each year, appoint some- person as
keeper of the standards of weights and measures for the county, who shall
safely keep and preserve said standards, and when required shall deliver
them to the County Commissioners, or to such person as they may appoint
