inviolably dedicated to the payment of the interest and principal of said
bond issue as well as to the maintenance of the said water works; said tax
to be levied and collected as other taxes for said town are levied and
collected.

512. The Commissioners of Ridgely are hereby authorized and em-
powered to negotiate, sell or dispose of the bonds hereinbefore provided
for as many thereof as they shall deem proper, and with the proceeds
thereof to erect or provide for the erection, building, maintaining and
keeping in repair said water works; provided, however, that no bonds
shall be sold or disposed of for less than their par value; and the said
Commissioners of Ridgely are furthermore fully authorized to make all
necessary rules aoid regulations and to pass all necessary ordinances, with
penalties for their violation, and to do all other necessary acts, for the
proper managing, maintaining and repairing of said water works and for
the protection thereof, and to condemn all lands necessary for the erection
find operating of said water works and the plant thereof, which condemna-
tion shall be had in the manner provided for the opening of streets in
said town.

513. The Commissioners of Ridgely are hereby authorized and em-
powered to construct such system of sewers and sewage disposal works
in accordance with any plan now or that may hereafter from time to time
be adopted as may seem to them necessary to meet the requirements of
the town and to protect the health of its citizens.

514. For the purpose of meeting the cost for the construction and
installation of the system of sewers and sewage disposal works, as afore-
said, the Commissioners of Ridgely are hereby authorized, empowered and
directed to issue registered bonds in the name of the Commissioners of
Ridgely in sum of five hundred dollars ($500.00) each, to be num-
bered from one to forty consecutively, and payable as follows: Number
one to twenty-three, inclusive, will be due and payable five years from
the date of issue, and thereafter each bond shall mature and be paid each
consecutive year from the maturity of bond number twenty-three in the
order of their consecutive numbers. - Said bonds to be signed by the
President and Secretary of the said Commissioners of Ridgely, attested
by the seal of the said Commissioners of Ridgely, to the amount of twenty
thousand dollars ($20,000.00). or so much thereof as may be necessary
for the purpose of constructing and installing a system of sewers and
disposal works. Said bonds shall bear interest at not more than five per
centum per annum, payable semi-annually. in each and every year, and
