1676 ARTICLE 6.

mission and disposal of drainage and sewage from the houses, cesspools,
wells, sinks and other receptacles of sewage and drainage in said town,
including also, if the said Commissioners of Preston shall so determine,
storm water and other drainage from the streets, lanes and alleys thereof,
and that the Commissioners of Preston shall have full power of determin-
ing when and where and in what order and under what streets, lanes and
alleys the sewers and drains shall be constructed or laid; and to make
contracts for the construction thereof. And shall have all powers necessary
or appropriate for said purpose and for the accomplishment of the objects
thereof.

456. The Commissioners of Preston shall have full power and au-
thority to acquire by purchase, lease, gift, devise or by condemnation in
the manner prescribed in Section 331 to 336, inclusive, of Article 23
of Bagby's Annotated Code of the Public Civil Laws of Maryland, title
"Corporations," subtitle "Condemnation of Property by Corporations,"
any lands or any interests therein in said town of Preston, or in Caro-
line County adjacent to said town, which may be needed for the disposal
of said sewage or drainage, or for any pipes, sewers, buildings or other
works or structures needed for the construction and operation of said
sewers or disposal of said sewage or drainage.

457. The Commissioners of Preston shall have full power and author-
ity whenever said sewerage system shall be in proper working order to
cause or require any well, sink, cesspool or other receptacle of sewage or
drainage along the line of said sewer, either to be connected therewith
or to be cleaned out and filled up; said connection or cleaning out and
filling up to be at the expense of the owner or occupant of the premises
on which such receptacle for sewage or drainage may be located. And
the said Commissioners of Preston shall have full power and authority
to provide by ordinance when and how such connections as may be re-
quired shall be made, or any well, sink, cesspool or other receptacle of
sewage or drainage shall be cleaned out and filled up, and to impose fines
and penalties for the failure, neglect or refusal of property owners or
occupants of lands and premises in said town to make such connections,
or to clean out and fill up said receptacles of sewage or drainage, and
said fines and penalties shall be collected as other fines or penalties are
now or may hereafter be collected.

458. The Commissioners of Preston shall have power and authority
and are hereby required to levy all necessary taxes upon the assessed
property within the said town, not exceeding the rate of taxation fixed in
the charter of said town as the same may from time to time be amended,
for the purpose of paying the interest on said bonds, and also for paying
