him of the violation of any ordinances of said corporation, he shall issue
warrant or process in the name of the Mayor and Council of Federals-
burg directed to one of the policemen of said corporation or one of the
Constables of Caroline County or to the Sheriff of Caroline County for
the arrest of the party offending or to recover the fine or penalty imposed
for the violation of such ordinances, and he shall hear and determine the
matter in controversy as in any case arising under the law of this State,
and shall receive the same fees therefor.

210. In default of payment of any fine or penalty imposed by the
said Justice of the Peace for the violation of any ordinance of the said
Mayor and Council of Federalsburg, the said Justice of the Peace may
commit the party offending to the Caroline County jail for the time pre-
scribed by said ordinance, or -in the event said ordinance omits to pre-
scribe the fine or time, may impose a fine not exceeding One Hundred
Dollars ($100.00) and in default of its payment may commit the party
to the Caroline County jail for a period not exceeding sixty (60) days,
or may impose both fine and imprisonment in his discretion, and the
Sheriff of said County shall receive and confine the person so committed
in the same manner as other prisoners, provided, that any person so fined
or committed to jail shall have the right to take an appeal to the Circuit
Court for Caroline County within ten days from the date of trial and
may upon entering into his recognizance with sufficient surety for his
appearance to Court be released from legal custody pending the hearing
of his appeal.

211. The Mayor and Council of Federalsburg shall have the power to
pass ordinances and make by-laws providing for the construction, exten-
sion, maintenance and operation of sanitary sewerage and storm water
drainage systems and to assess the costs and expense thereof in whole or
in part upon the owner or owners of the abutting property, which costs
and expenses for said improvements shall be a lien upon the abutting
property and shall be collectible in the same manner as other town taxes
are now collectible in the town of Federalsburg as prescribed by law.

212. The Mayor and Council of Federalsburg shall have the power to
pass ordinances and to make by-laws, to establish grades for the streets,
gutters and sidewalks of said town and the width thereof, and prescribe
the material of which they shall be bui.lt; to cause the sidewalks along
the said public streets and the road beds of all the public streets to be
graded, curbed, paved and repaved or improved, and to assess the costs
and expense thereof in whole or in part upon the owner or owners of
the abutting property, which costs and expense for said improvements
shall be a lien upon the abutting property and shall be collectible in the
