fits against the real estate damaged or benefited by the laying out of such
new streets or alleys, or the improvement or alteration of existing streets,
pavements and gutters.

213. All fines, penalties and/or forfeitures imposed by this charter or
by any ordinance of the Council may be collected in the name of North
Beach before the Mayor or Police Magistrate appointed for said town,
or any justice of the peace of Calvert County, and such officers are hereby
given jurisdiction to try, hear and determine all offenses and acts com-
mitted in disregard of the ordinances of the Council, and the delinquent
may be committed to the town or county jail in default of the payment
of such fines, penalties and/or forfeitures and costs.

214. The Council, acting through the Mayor, shall have the power
any time to suspend, remit or release the said fines, penalties or forfeitures
and costs, or any part thereof at discretion.

215. The Council may provide by ordinance for immediate arrest
without warrant of any person violating any ordinance, when in the judg-
ment of the Mayor or police officers of the town the delay necessary to the
issue of a warrant would be dangerous to the peace, quiet or good order
of the town.

216. Any party subjected to a fine, penalty or forfeiture by virtue of
any of the provisions of this Act, shall have the right to appeal, except as
otherwise herein specifically provided, within thirty days thereafter to the
Circuit Court of Calvert County, and shall have the right, if he so elect,
to a trial by jury, upon giving ample security for the payment, of such
fine and costs as may be adjudged against him in said Circuit Court.

217. All ordinances of the Council shall be posted for five days in
some conspicuous place in said town, and the certificate of the clerk,
entered upon the records of the town, shall be evidence of the passage and
publication, Respectively, of the ordinances. All ordinances shall be in
force from and after the date of their last publication as herein provided.

218. The election or elections hereinbefore provided for shall be sub-
ject to the provisions of the Corrupt Practices Act of Maryland, as con-
tained in the Code of Public General Laws, in so far as the same have
any applicability to this Act.
