1482 ARTICLE 5.

1922, ch. 496.

156. The members constituting the Commission hereby created shall,
before the loth day of June, 1922, meet at some convenient place in one
of the counties aforesaid, the time and place of said meeting to be desig-
nated by the President of the University of Maryland, and organize by
the election of one of its members as Chairman of said Commission. Said
Commission shall thereafter elect a Secretary and Treasurer thereof, who
may or who may not be a member of iiaid Commission. It shall have full
power to fix the salary of said Secretary and Treasurer, who shall give
bond for the faithful performance of his duties as such, in the penalty of
ten thousand ($10,000) dollars, to be approved by, and deposited with,
said Commission. The said Commission shall have full power and author-
ity to appoint such other employees, and fix their compensation, as may
be necessary to fully and effectually carry out the purposes of this Act.

The members constituting said Commission shall serve without com-
pensation. The principal office of said Commission shall be established at
some point within one of the counties aforesaid, to be designated by said
Commission.

157. It shall be the duty of said Commission to advertise the resources
of the counties aforesaid and to encourage immigration therein in co-opera-
tion with the State Board of Agriculture, for which purposes it shall have
full power and authority to make all necessary contracts and regulations
for the listing, appraisal, advertising and sale of lands located in said
counties, and to make such other expenditures as said Commission may
deem necessary, within the limits of the amounts appropriated therefor
by the General Assembly in the State Budget; the same to be payable
upon the order of the Commission and on warrants signed by the Chair-
man and Secretary of said Commission.

158. The sum of $500,000 is hereby appropriated and set apart for
the construction of works of internal improvement in St. Mary's, Charles
and Calvert Counties., to be distributed to the said counties, respectively,
as follows: To Charles County the sum of $175,000; to St. Mary's the
sum of $173,000; to Calvert County the sum of $152,000; and as soon as
it shall appear to the treasurer of this State by the affidavit of the presi-
dent of any railroad company now chartered or which may hereafter be
chartered in said counties, respectively, that bona fide subscriptions to the
capital stock of any such company equal in amount to the sums hereby
authorized and directed to be given to such county shall be actually made
either in land or money, the treasurer of this State is authorized and
