1312 ARTICLE 4.

provide by ordinance for a Commission with full power to admin-
ister the said fund, to provide for its expenditures, to employ such offi-
cials, agents and servants as may be necessary in connection therewith,
and to supervise the entire disposition of the same, so far as the exercise
of such power shall not be inconsistent with the Charter of the Mayor
and City Council of Baltimore as the same is now constituted or as it
may be hereafter amended.

1920, ch. 560, sec. 5.

841-00. The said Commission shall have the right and power on be-
half of the Mayor and City Council of Baltimore to acquire from time
to time by gift, purchase, lease or other method of acquisition, or by con-
demnation, any lands or property, including franchises, easements, rights
and privileges of any and every kind, which may be proper or desirable
in connection with the objects and purposes of this Act, and no ordinance
or ordinances shall in any case be necessary for the acceptance of any
conveyance.

1929, ch. 242, sec. 2.

841PP. The Port Development Commission shall carefully study the
commerce of the Port of Baltimore and the handling and movement of
such commerce; and it shall from time to time report its findings and
recommendations to the Mayor of Baltimore. The said Commission is.
hereby further authorized and empowered, with the approval of the Mayor,
to petition any Federal, State or Municipal official, body or commission,
whether legislative, administrative, or judicial, and, with the approval
of the Mayor, to pettion or intervene and participate in behalf of the
Mayor and City Council of Baltimore in any proceedings affecting the-
commerce of the Port of Baltimore.

1929, ch. 242, sec. 3.

841QQ. Nothing contained in this Act shall be construed to repeal,
alter or affect in any manner the validity of any action heretofore taken
or contract heretofore made under the authority of the said Chapter 560
of the Acts of 1920 by the Port Development Commission appointed
under the authority thereof, or by the Mayor and City Council of Balti-
more or the Board of Estimates; nor shall anything contained in this
Act in anywise affect any of the stock heretofore issued under the authority
of the said Act; nor shall the term of office of any member of the Port
Development Commission heretofore appointed be affected by anything
herein contained.

841RR. No part of the proceeds of the loan authorized by vote of the
legal voters of Baltimore City on November 6th, 1928, shall be used for
any of the purposes authorized by this Act but not authorized by Chap-
ter 560 of the Acts of 1920, unless an ordinance or ordinances of the
