1160 ARTICLE 4.

1906, ch. 244, sec. 15.

663-0. All fees collected under the provisions of this Act shall be for
the use of said Board to defray its necessary expenses.

1906, ch. 244, sec. 16.

663P. It shall be the duty of the said Board before the first Monday
of May of each year to make a report in writing to the Governor of the
State, containing a detailed statement of the nature of the receipts and
manner of expenditure, and any balance of money remaining at the end
of the year, after payment of expenses, shall be reserved by the treasurer
of said Board to meet the expenses for the ensuing year.

663Q. The provisions of this Act shall not apply to journeymen elec-
tricians or apprentices while such journeymen or apprentices shall be
practicing their trade of journeyman electrician or apprentice, nor to any
electric light company, electric railway company, steam railway company,
telegraph or telephone company doing such work in its own buildings, upon
its own plants.

JUNK SHOPS AND SECOND-HAND STORES.

1916, ch. 486.

663R. It shall be unlawful for any keeper, owner, proprietor or em-
ployee of any junk shop within the City of Baltimore, or for any owner,
proprietor or employee of any second-hand store within said City to
barter, purchase, exchange, buy or accept from any person whatsoever,
except plumbers holding licenses as such, or the owner or owners of build-
ings from which the material is taken, any pipe, faucet, boilers, spigots,
coils, lead, solder, copper, alloys of metals or manufactures of metals,
tin plate, or any other like material whatever, or to barter, purchase, ex-
change, buy, receive or accept any other second-hand goods, wares, or
merchandise of any kind or nature whatever, without providing and
keeping books, and making therein at the time of such purchase, exchange,
receiving or accepting, the entries hereinafter provided.

663S. Every owner of such junk shops and second-hand stores shall
provide and constantly keep a book, in which shall be fairly written down
in the English language, at the time of every purchase of any such ma-
terial, a description of all articles so purchased, the name and residence
of the person from whom such purchase was made, and the day and hour
of such purchase, and such books shall at all times be open to the inspec-
tion of any and every member of the police and detective forces of such
City. Such book or books must be preserved for a period of at least
three years after the date of the last purchase or transaction recorded in
such book.
