it shall appear that there is a deficiency between the amount paid by
Allegany County and other Counties of Maryland and the actual costs
of supporting and maintaining such persons, the said deficiency shall be
reimbursed by the State.

295. The sum of ten thousand dollars, or so much thereof as may be
necessary is hereby appropriated, out of any money in the Treasury of
the State of Maryland not otherwise appropriated to the County Com-
missioners of Allegany County to pay for any and all deficiencies arising
from the support and maintenance of dependent insane persons of Mary-
land, approved and ascertained as provided in the above section, for the
year 1914, and a like sum of ten thousand dollars for the year 1915,
or so much thereof as may be necessary, and the Comptroller of the Treas-
ury be and he is hereby authorized and directed to issue his warrant upon
the Treasurer for such amounts, and payable to the said Commissioners
upon the production of the required approval and certification of the cor-
rectness of the account.

296. The County Commissioners of Allegany County are hereby au-
thorized and empowered to sell and convey the county property or part
thereof situated along the Valley Road just outside of the City of Cum-
berland, Allegany County, Maryland, and on which is located the County
Home, Sylvan Retreat and the Pest House, upon such terms as shall be
most advantageous to Allegany County, but in no event shall the entire
property be sold for less than a reasonable and fair sum, and the sale
of same, if made, shall be subject to the approval of the Judges of the
Circuit Court for the Fourth Judicial Circuit of Maryland.

297. In the event of such sale the said County Commissioners of Alle-
gany County are authorized to acquire by purchase or condemnation prop-
erty situated elsewhere in Allegany County on which to erect a County
Home and a Pest House and to use the proceeds, or such part thereof as
shall be necessary, to pay for the property so acquired and for the build-
ings and improvements to be erected thereon.

298. A Commission is hereby appointed to be composed by the mem-
bers of the State Lunacy Commission, and of the Board of Public Works
to make an investigation as to the amount necessary to purchase and as
to the advisability of purchasing from the County Commissioners of
Allegany County the county property aforesaid for the use and main-
tenance of a State Hospital for Insane and Feeble Minded persons in
Western Maryland.
