and collect all information obtained, carefully indexed and arranged so as
to be at all times easily accessible to city officials and open to the inspection
of the general public; to perform such other duties as the said Board may
prescribe; and to make a full and complete report thereof on or before the
first day of February of each and every year to cover the work for the pre-
vious fiscal year ending December thirty-first.

208C. The Board of Estimates shall provide annually in the Ordinance
of Estimates for the payment of the salary of said Executive Officer, which
shall not be less than $2,000 per annum, and also a sum sufficient to pay
all other expenses of the said Department of Legislative Reference.
LEGISLATIVE DEPARTMENT.
CITY COUNCIL.*
209. The Legislative Department of the Mayor and City Council of
Baltimore shall be vested in the City Council, which shall consist of a sin-
gle chamber.

210. The City Council shall consist of nineteen members, one of whom
shall be the President thereof, and shall possess the qualifications and be
elected as hereinafter provided. The other eighteen members shall be
elected from the six Councilmanic Districts, three from each district, as
hereinafter provided.
The members of the City Council, except the President thereof, shall be
citizens of the United States, above the age of twenty-one years, residents
of the City of Baltimore three years prior to their election, and for the
same time residents of the Councilmanic District for which they are
elected, and assessed with property to the amount of three hundred dollars
($300.00) each, who have paid taxes on the same one year prior to their
election, and they shall hold office for four years. Each member of the
City Council shall be paid a salary of fifteen hundred dollars ($1,500.00)
per annum, payable monthly.

211. The Election for members of the City Council shall be held on
the Tuesday next after the first Monday in May in the year 1923, and
upon every fourth year thereof. Their terms of office shall be four years.
*Sections 209-217 and 22] and 222 as enacted by Ch. 123, Acts of 1898, provided
for two Branches of the City Council. These same sections were amended by
initiation through petition, under Art. 11A, Md. Coustitution (Home Rule Amend-
ment), and adopted by the voters at the November election, 1922, the result being
to substitute a one Branch City Council in place of the two Branches.
