proposed change for the same shall have been submitted to the Commis-
sion and approved by a majority thereof, and its report shall have been
made to the City Council; said report shall be made within thirty days
from the time when the design and site or proposed change as above speci-
fied shall have been submitted to the Commission for its approval.

1898, ch. 123.

203. The Commission shall, at the request of the Mayor, or the City
Council, give its advice as to the suitability of the design for any public
building, bridge or other structure, and shall report thereon in writing
to the City Council. All vacancies in said Commission shall be filled by
the Mayor from those named by the institutions as herein provided; and
in case any of said institutions fail for thirty days, after receiving the
request of the Mayor, to name a person to fill the said vacancy, the Mayor
shall fill it with a person of his own selection.

APPOINTMENT OF COMMISSIONERS.

1918, Home Rule Charter.

203A. The Mayor, who shall be first elected under this Charter, shall
appoint, in the manner prescribed by Section 25 of this Charter, on or
before the first day of January, 1920, three persons, who shall constitute
the City Service Commission of Baltimore, one for a term of six years,
one for a term of four years, and one for a term of two years from the
said first day of January, 1920, and until their respective successors are
appointed and qualified, and every second year thereafter the Mayor shall
in like manner appoint one person as the successor of the Commissioner
whose term shall expire on the next succeeding first day of January to
serve for six years and until his successor is appointed and qualified. Two
Commissioners shall constitute a quorum. Any vacancy which may occur
in the office of Commissioner shall be filled for the unexpired term by
appointment by the Mayor in the manner prescribed by Section 25 of
this Charter and all appointments, both original and to fill vacancies,
shall be made from persons friendly to the Merit System of appointment
to office, and shall be so made that not more than two Commissioners shall
at the time of the appointment be members of the same political party.
No one holding any public office of profit shall be appointed such com-
missioner.

The Mayor may at any time remove any Commissioner for inefficiency,
neglect of duty, or malfeasance in office, having given such Commissioner
a copy of the charges against him and an opportunity to be publicly heard

approved by the voters in adopting the Charter submitted under Article 11A of the
