indigent, and who are without means to pay for said necessities or for
proper care, and for the purpose of providing the necessary funeral ex-
penses of such veterans, and for the further purpose of providing reason-
able compensation to members of the Maryland National Guard who are
injured in line of duty, and in case any such members are killed in line
of duty, then to the widows and infant children of such members, such
sum as the Board provided for in Section 58 in this Article shall deem
proper.
The Maryland Veterans Commission shall also have the power and
authority, in its discretion, to expend from the funds in its hands not to
exceed One Hundred and Fifty Dollars ($150) annually for each war
orphan of Maryland, after reaching the age of eighteen, for the purpose
of attending a secondary school, college or university, or pursuing a course
of vocational training.

58. The sum of not less than fifty thousand ($50, 000) dollars shall be
included in the State Budget each year to be expended for the purposes
enumerated in Section 57 of this sub-title. The funds appropriated under
this sub-title shall be administered and expended by a Board to be known
as the Maryland Veterans Commission, to be composed of the Adjutant
General of the State, who shall be the Chairman, and two additional mem-
bers appointed by the Governor from among the Veterans of Maryland,
which two members shall serve during the pleasure of the Governor. The
Board as thus constituted, shall make such rules and regulations as it may
deem necessary for administering and expending the funds provided for
under the provisions of this sub-title, and the Chairman shall approve all
bills and vouchers before payment by the State Comptroller.
