and figures thereon to be at least one inch high and one-eighth of an inch
in width. The certificate provided for in this section and the right to use
the number plate or marker aforesaid shall expire at midnight on Decem-
ber 31st of each and every year; provided, however, that between the 15th

day of December and the 31st day of December next following (both inclu-

sive) in each and every year it shall be lawful to carry a registration certifi-
cate and to display the number plate or markers of either the current or
the next ensuing year.

Any person who fails to carry the certificate of registration provided
for by this section, and any person who obtains a registration marker and
a certificate of registration by misrepresentation, or changes the name,
number or any identifying information appearing on any certificate of
registration, shall be deemed guilty of a misdemeanor, and shall, upon

conviction, be subject to a fine of not less than one dollar ($1. 00) nor
more than one hundred dollars ($100. 00) for the first offense. The pro-
visions of this section shall apply both to the operator and also to the owner
who causes his motor vehicle to be operated without the certificate as herein
provided for.

180. No manufacturer, dealer or distributor shall be entitled to obtain

or use tags or markers, issued under the provisions of Class D, Section 182
of this Article, unless he shall first register with the Commissioner of
Motor Vehicles, as herein provided. Such registration shall be made
under oath upon blank forms to be provided by the Commissioner, shall
set forth the trade name of the applicant, the location of his place of busi-
ness and of all places used by him for the storage of motor vehicles, and
. shall state whether such applicant is an individual, firm or corporation,
giving, the names and addresses of the individuals or partners interested
in said business, and if a corporation, the names and addresses of its
officers and directors. Said application and registration shall be renewed
each year, and no dealer's tags shall be issued to any one who has not so
registered. Any change in the information so furnished shall be promptly
given under oath to the said Commissioner. Every manufacturer, dealer
or distributor so registering shall notify the said Commissioner of the
receipt of all motor vehicles by him except those which are left with him
for storage or for repair, stating the make, model and engine number of
the vehicles enumerated therein, and the name and address of the person,
firm or corporation from whom received. Similar notice shall be given in
the case of the delivery of all new motor vehicles to non-residents of the
State by said manufacturer, dealer or distributor, except that the notice
in such case shall also state the name and address of the person or persons
to whom such delivery was made. Such notices shall in all cases be made

on. forms to be provided by the said Commissioner, to be subscribed and
sworn to by the manufacturer, dealer or distributor, and to be sent to the
said Commissioner within twenty-four hours after the receipt or delivery

of such motor vehicle. Upon receipt of such notice of the receipt of new
motor vehicles, the said Commissioner shall promptly issue to such manu-
