supply of water or the disposal of sewage, drainage or refuse, or with re-
spect to any other matter necessary or advisable for the proper and econom-
ical construction, establishment, maintenance or operation of a water sup-
ply, sewerage, drainage of refuse disposal system.

1927, ch. 641, sec. 348-O.

348-0. Every act or omission designated as a misdemeanor in Sections
34SA-348R, unless otherwise stated, shall be punishable before any justice
of the peace or the Circuit Court of the county within which such offense
is committed, and action shall be brought by warrant or indictment upon
the oath or information of any municipal official, or any agent of municipal
authorities, and the offender shall, upon conviction, be subject to a fine not
exceeding $100 or 30 days in the county jail, or both, in the discretion of
the Court. Where such act or omission is of a continuing nature, and is
persisted in, in violation of the provisions of Sections 348A-348R, or of
any rule or regulation formulated thereunder, a conviction for one offense
shall not be a bar to a conviction for a continuation of such offense subse-
quent to the first or any succeeding conviction.

1927, Ch. 641, sec. 348P.

348P. That the Mayor and Council or the Commissioners or other
governing body of any municipality before issuing bonds for any of said
improvements, shall first, at a regular municipal election, submit to the
voters of the municipality proposing the improvements the question whether
or not the said bonds shall be issued, and upon the ballots to be used at said
municipal election there shall be printed or written the words "For.......

Bonds, " and "Against....... Bonds, " and if a majority of the votes cast

upon said question shall be "For........ Bonds, " then the Mayor and

Council or the Commissioners or other governing body of the municipality
shall exercise the power vested in them by Sections 348A-348R and shall
issue the bends authorized by said sections; but if a majority of the votes
cast upon said question shall be "Against........ Bonds, " the power shall

not be exercised or the bonds issued, but the Mayor and Council or the
Commissioners or other governing body, however, shall have the power to
submit the question at succeeding regular municipal elections until a ma-
jority of the votes cast on said question shall be "For........ Bonds, " at

which time they shall exercise the power conferred by Sections 348A-348R,
and issue the bonds authorized by said sections.

1927, ch. 641, sec. 348Q.

348Q. All acts and parts of acts inconsistent with the provisions of
Sections 348A-348R are hereby repealed to the extent of their inconsist-
ency, provided that nothing herein contained shall be taken as repealing
any part of Chapter 810 of the Acts of the Maryland Legislature of 1914,
or Chapter 122 of the Acts of the Maryland Legislature of 1918, nor as
restricting any control which the State Board of Health of Maryland is
empowered to exercise.
