69. The Governor shall appoint a board of three commissioners for
the promotion of uniformity of legislation in the United States, whose
duty it shall be to examine the subjects of marriage and divorce, insol-
vency, form of notarial certificates and other subjects; to ascertain the best
means to effect an assimilation and uniformity in the laws of the States
and especially to meet with representatives appointed by the other States
of the Union in a convention to draft uniform laws to be submitted for the
approval and adoption of the several States and to advise and recommend
such other course of action as shall best accomplish the purposes of this
section. The Governor shall fill vacancies in said commission and reap-
point from time to time as may, in his judgment, be necessary to carry out
the purposes of this section. Said commissioners shall hold office for the
term of four years and until their successors shall have been duly ap-
pointed and qualified. No member of said board shall receive any com-
