598. The said managers shall appoint from their own body, a president,
a vice-president, a secretary and a treasurer, and prescribe the duties of

605. The board of managers of the House of Reformation shall have
power, in their discretion, to take into said house all such colored boys as
shall be taken up and committed as street beggars or vagrants, or for in-
corrigible or vicious conduct, or shall be convicted for criminal offenses,
or as hereinafter provided for in the case of application of parents or
guardians, and for each colored minor committed to the care of the House
of Reformation by legal process from the City of Baltimore or any one of
the counties in the State, the said city and county, as the case may be, shall
as hereinafter specified, pay to the House of Reformation at the rate of
two hundred dollars ($200) per annum for the care of such minors so com-
mitted and actually there. The expense for the care of all colored minors
in the House of Reformation shall be a charge upon each county and the
City of Baltimore committing such colored minors to the House of Refor-
mation, at the said rate. It shall be the duty of the Board of Managers
of the House of Reformation to furnish the County Commissioners of each
county, and the Comptroller of the City of Baltimore having colored minors
committed to the House of Reformation, a quarterly statement giving the
number of such colored minors committed and actually there; and the name
of each from and charged to such county or the City of Baltimore, as the
case may be, and the cost of maintenance due from said county and the City
of Baltimore for such colored minor at said rate, and the Board of County
Commissioners of said counties and the mayor and city council of Balti-
more, shall pay the House of Reformation at the end of each quarter of the
calendar year an amount equal to the rate of two hundred dollars ($200)
per annum for each colored minor committed to the House of Reformation
and actually there, and certified to the County Commissioners of the re-
spective counties and the Comptroller of Baltimore City by the Board of
Managers of the House of Reformation as of the first days of January,
April, July and October respectively in each year.

the counties in the State, the said city or county, as the case may be, shall,
