34. The consent of the State of Maryland is hereby given to the acquisi-
tion by the United States, by purchase or gift, or by condemnation, accord-
ing to due process of law, of such lands in the mountain region of Maryland
as in the opinion of the federal government may be needed to the establish-
ment of such a national forest reserve in that region; provided, that the
State shall retain a concurrent jurisdiction with the United States in and
over such lands so far that civil process in all cases, and such criminal proc-
ess as may issue under the authority of the State against any person charged
with the commission of any crime without or within said jurisdiction, may
be executed in like manner as if this and the succeeding section had not
been passed; and provided, that in all condemnation proceedings the rights
of the federal government shall be limited to the specific objects set forth
by the laws of the United States in regard to forest reserves, and that such
proceedings shall be conducted in a manner not inconsistent with the con-
stitution and laws of Maryland.

35. The consent of the State of Maryland is hereby given to the passage
by congress of such laws or ordinances as it may deem necessary or proper
for the making and establishment of such rules and regulations as may, in
its judgment, be necessary for the management, control and protection of
such lands as may be from time to time acquired by the United States
under the provisions of section 34.

36. The consent of the State of Maryland is hereby given to the
acquisition by the Government of the United States of such land, riparian
rights or right of way in the State of Maryland, as may be required by
said United States Government in the survey and construction of a road
or highway from the District of Columbia to Winthrop Post Office, in
Charles county, State of Maryland, and all deeds, conveyances or papers for
such land, riparian rights, or rights of way, shall be recorded as in other
cases, among the Land Records of the county wherein the property affected
thereby is located, or in all counties in which the same may be located in
part; and if such land, riparian rights, or rights of way cannot be acquired
by purchase, gift or otherwise, or for any other reason title thereto cannot be
obtained, the same may be condemned in the manner as in other cases
provided for, by the laws of the State of Maryland, the proceedings being
in the name of the United States and being in conformity with the laws
of the State of Maryland.

37. Jurisdiction is hereby ceded to the United States over all such
lands as may be obtained by it for the aforesaid purpose, however, con-
current jurisdiction with the United States over all lands obtained under
the provisions of Sections 36-37 is hereby retained by the State of Mary-
