furnish the ground for the site of said building and deed the same to the
State.

256. There shall be located in the city of Baltimore or elsewhere (if
the board of education deem best) a state normal school for the instruc-
tion and practice of colored teachers in the science of education, the art
of teaching and the mode of governing schools, to be known as State Nor-
mal School No. 3; the said school shall be under the control of the state
board of education, who shall appoint the principal and necessary assis-
tants; and the faculty shall consist of a principal and as many teachers
as the board shall appoint. The sessions of the school shall be determined
by the state board of education, who shall prescribe the curriculum of
study, which, however, shall include courses for the special preparation
of instructors for teaching the elements of agriculture and mechanic arts,
provide necessary quarters, supplies and apparatus, fix the qualifications
for admission as students, the salary of the principal, assistant teachers
and employes.

BLUE RIDGE COLLEGE.

257. The treasurer, on the warrant of the Comptroller, is hereby au-
thorized and directed to pay to the board of trustees of the said The Blue
Ridge College the sum of five thousand dollars per annum, payable quar-
terly, beginning with the first day of July, nineteen hundred and twelve,
to be applied by the said board of trustees in furnishing tuition to one
male or female student from each senatorial district of this State, and
appointed by the School Commissioners in said senatorial district, by and
with the advice and consent of the senator in their respective senatorial
districts, after a competitive examination of the candidates; provided that
the said appointment shall not be held by the same student for more than
four years, and that each student receiving such appointment shall give
bond to the State of Maryland for such amount and with such security
as may be approved by the president of said college, that he or she will
teach school within the State for not less than two years after leaving
college.
