of the warrant of the Comptroller, the Treasurer of the State of Mary-
land shall immediately pay the amount due on said dates to the Treasurer
of the State Board of Education.
Where a portion of a county is separated to form a new county or to combine
with another county, the remaining part of original county retains its right to money
already appropriated to that county, unless it is otherwise provided in act authoriz-

207. The State Superintendent of Schools shall certify to the Comp-
troller, on or before the last day of December, February, May and Sep-
tember, the amounts due on said dates to the Board of Public School Com-
missioners of the City of Baltimore and to the county boards of educa-
tion of the several counties, on account of the part payment by the State
of the salaries of county superintendents, Superintendent of Schools in
Baltimore City, supervising teachers and helping teachers in the City
of Baltimore and the several counties, and the entire annual salary of one
attendance officer in the City of Baltimore and in each of the several coun-
ties. The Comptroller shall on or before the first day of January, March,
June and October draw his warrant on the Treasurer of the State of Mary-
land for the respective amounts due the City of Baltimore and the trea-
surers of the county boards of education of the several counties. On the
receipt of the warrant of the Comptroller, the Treasurer of the State of
Maryland shall immediately pay the respective amounts due the City of
Baltimore and the treasurer of the county boards of education of the several
counties.
This section plainly directs comptroller to distribute funds according to entire

208. After all deductions are made from the general state school fund
as provided for in Section (204) of this Article, the Comptroller shall
apportion on or before the last day of September, the remainder of the
general state school fund of each year to the several counties and the City
of Baltimore, as follows: Two-thirds shall be apportioned on the basis of
the population between the ages of six and fourteen years as given by the
Federal Census of 1920 which shall be the basis until 1924, after which
time by annual school census as provided in Section 36, 55 and 147
of this Article; and one-third shall be apportioned upon the basis of the
aggregate days of school attendance during the preceding school year as
certified by the State Superintendent of Schools; provided that the atten-
dance of pupils in a State-aided high school shall not be counted in appor-
tioning the general state school fund.
