or tracks. The term " solid tire vehicle " shall include all motor vehicles
equipped with two or more solid tires. The term " local authorities " shall
include all officers of counties, cities, towns or villages, as well as all
boards, committees and other public officials of such counties, cities, towns
or villages. The term " State " as used in the sub-title, except when other-
wise expressly provided and except in Section 190, shall also include the
territories and federal districts of the United States. The term " owner "
shall include any person, firm, association or corporation owning a motor
vehicle or having the exclusive use thereof, under contract of purchase,
lease, hiring or rental thereof, or otherwise. The term " dealer " shall be
taken to include all individuals, firms or corporations actively engaged in
the business of buying, selling or exchanging motor vehicles, and who have
an established place of business. The term "chauffeur" shall be taken
to include every person operating a motor vehicle for hire, or as an em-
ployee of the owner thereof. The terms " highway," " roads," "public
highways " or " public roads " shall include any highway or thorough-
fare of any kind used by the public, whether actually dedicated to the
public and accepted by the proper authorities or otherwise.
The Commissioner of Motor Vehicles shall have authority in disputed
cases, to determine the extent of the applicability of the definitions herein
contained.

174. All motor vehicles owned and used by the State or any city,
town, village or county of this State are hereby exempted from the pro-
visions of this sub-title requiring the payment of registration fees, but all
such vehicles shall display identification markers approved by the Com-
missioner of Motor Vehicles.

175. There, shall be appointed by the Governor, by and with the con-
sent of the Senate, one sober and discreet person who shall have been a
registered voter in the State of Maryland for three consecutive years
next preceding the date of his appointment, and who shall be known as
the "Commissioner of Motor Vehicles," and shall devote his time to the
duties of such office. Said Commissioner shall be subject to removal by
the Governor for official misconduct or incompetency as in the case of
other civil officers. Said Commissioner shall be appointed for two years,
and the term of his office shall commence on the first Monday of May
