114. If any purchaser of agricultural lime shall be injured by the
guarantee of oxide of lime or other valuable ingredient falling short of the
guaranteed amount, the measure of such injury which the purchaser is
entitled to recover from the seller shall be twice the amount that the ratio of
such shortage bears to the selling price; provided, that if the amount found
is less than nine-tenths of the amount guaranteed the vendor shall be liable
to a further penalty of a fine of twenty-five dollars ($25) for the first
offense and fifty dollars ($50) for each subsequent offense, said fines to
be paid into the fund provided for in section 112.

115. The State chemist is empowered to make such reasonable rules
and regulations as may be necessary for the sampling, analysis and other-
wise in carrying this sub-title into effect.
Seed.

116. That the term "agricultural seeds" or "agricultural seed," as
used in this sub-title, shall be defined as the seeds of Canada bluegrass,
Kentucky bluegrass, brome grass, fescues, millets, tall meadow oat grass,
orchard grass, redtop, Italian ryegrass, perennial ryegrass, Kaffir corn,
sorghum or cane, Sudan grass, timothy, alfalfa, alsike clover, crimson
clover, mammoth or sapling clover, red clover, sweet clover, white clover,
Canada field peas, cowpeas, soy beans, vetches, and other grasses and forage
plants, buckwheat, flax, rape, barley, field corn, oafs, rye, wheat and other-
cereals, which are sold, offered or exposed for sale within the State of
Maryland for seeding purposes within this State.1

117. Every lot of agricultural seeds, as defined in Section 116, except
as herein otherwise provided, when in bulk, packages or other containers
of ten pounds or more, shall have affixed thereto, in a conspicuous place
on the exterior of the container of such agricultural seeds, a plainly writ-
ten or printed tag or label in the English language, stating:
A: The commonly accepted name of such agricultural seeds.
B: The approximate percentage by weight of purity; meaning, the free-
dom of such agricultural seeds from inert matter, and from other seeds
distinguishable by their appearance.
C: The approximate total percentage by weight of weed seeds; the term
" weed seeds," as herein used, being defined as the seeds of the noxious
weeds listed in Section 117D, below, and all seeds not listed in Section
116 as agricultural seeds.
D: The name of each kind of the seeds or bulblets of the following
named noxious weeds which seeds or bulblets are present, singly or collec-
tively, as follows: (1) in excess of one seed or bulblet in each five grams
