stating that he has inspected said colony, and that it is free from infectious
or contagious diseases. Whenever a colony of bees shall be shipped or trans-
ported into the State from any State or foreign country not having an in-
spector of apiaries or other officer charged with the duties commonly per-
formed by an inspector of apiaries, the consignee shall, upon receipt of
said colony, forthwith notify the officer or agent of the Board of its receipt,
and the officer or agent shall forthwith inspect the same. No transporta-
tion company or common carrier shall accept for transportation into the
State or shall deliver any colony of bees from a, State or foreign country
having an inspector of apiaries, or other officer charged with the duties
commonly performed by an inspector of apiaries, to any consignee residing
within the State, unless such colony is accompanied by a certificate of
inspection, as heretofore provided. No common carrier shall be liable for
damages to the consignee or consignor for refusing to receive, transport or
deliver such a colony when not accompanied by a certificate of inspection,
as above provided. Nothing in this Section shall be construed to prevent
the transportation or delivery of queen bees when not accompanied by
brood or comb.

86. For the purpose of enforcing this sub-title, the State Board of
Agriculture, through its duly authorized officer or agent, shall have access,
ingress and egress to and from all places where bees, bee products or sup-
plies or appliances used in apiaries are kept. The State Board of Agri-
culture may issue such rules and regulations as may be necessary for carry-
ing out the purposes of this sub-title, and such rules and regulations shall
have the force of law.

87. Any person convicted of the violation of any provision of this sub-
title, shall be subject to a fine not exceeding ten dollars ($10.—) for the
first offense, to a fine not exceeding twenty-five dollars ($25.—) for the
second offense, and to a fine not exceeding fifty dollars ($50.—) for any
subsequent offense.

88. The State Board of Agriculture shall keep records of all work per-
formed in carrying out the provisions of this sub-title, and shall report
same as is required for its other activities.

89. The State Board of Agriculture shall fix the compensation of its
duly authorized officer or agent and control the expenses thereof, and pro-
vide for the expenses incurred in carrying out the provisions of this sub-
title, from any monies appropriated by the State to said Board.
