1756 ARTICLE 48.
to the inspector with a surety or sureties, to be approved by said inspector,
in the sum of two thousand dollars, conditioned for the faithful discharge
of his duties, and the said inspector in his discretion, may exact a bond
from the person or persons who receive and handle the moneys collected on
account of the business of said warehouses. Said inspector shall have
authority to dismiss any and all appointees and employees in said ware-
house, whenever in his judgment, it shall be for the good of the service; and
and neglect of duty on the part of any employee shall be cause for his imme-
diate removal by the inspector or the Governor.

11. The Inspector of Tobacco, with the approval of the Governor shall
have power to appoint one chief clerk and such other clerks, samplers,
tyers, janitors, screw-men, laborers and other help as may be necessary
for the efficient and economical management of the warehouse. Such
employees shall be paid the salaries or wages provided by the General
Assembly through the annual budget or appropriation act. The Inspector
may assign any appointee or employee to any work deemed by him necessary
for the business of the tobacco warehouse or for the promotion of the
tobacco growing industry of the State, and he shall, as far as possible,
equitably apportion the appointments to be made by him between the
tobacco growing counties of the State.

12. The salaries and wages of the inspector and all employees in and
for said warehouses, as also all operating expenses of said warehouses, shall
be paid from the receipts thereof, and from no other source.

13. The inspector shall have full charge of all the receipts and disburse-
ments of said warehouses, including repairs; repairs requiring the expendi-
ture of an amount in excess of two hundred ($200.00) dollars shall only
be made with the approval of the Governor, and the inspector shall make
a report quarterly to the Comptroller on the first days of January, April,
July and October of each year, showing the receipts and disbursements
of each of said warehouses, with vouchers therefor, giving in detail the
respective amounts received from outage, storage, cooperage, recondi-
tioning, stay and sale of scraps, and also showing the respective amounts
paid for labor, nails, lumber, hoops, incidentals, wages and salaries, and
showing the cash balance for each quarter, and at the quarter ending July
first in each year, shall pay over to the Comptroller all moneys in hand
remaining after paying all expenses and salaries of said warehouses, except
that the inspector shall withhold therefrom the sum of four thousand
($4,000.00) dollars for a period of three months or so long as may be
