rules and regulations, in so far as they are within the power of said board
and are consistent with law, shall be binding on all persons whomsoever.
Sections in Code of 1860 analogous to this section, held to refer to internal police
and management of the hospital, and to authorize making of rules for reception and
discharge of patients and fixing of terms thereof. A contract whereby a lump sum
was paid to the hospital for the care of a lunatic as long as she lived, held void
as ultra vires; such money may be recovered. Maryland Hospital v. Forman, 29

7. They shall maintain an effective inspection of the said hospital and
grounds, and for this purpose one of said managers shall visit the same
once in every week, two of said managers once in every month, a majority
of the board once in every quarter, and the whole board once in every year,
at the times and in the manner to be prescribed in the by-laws.

8. They shall appoint two or more students, who shall be residents in
the Maryland hospital, for the purpose of studying the subject of insanity;
said students shall be provided with quarters as other officers or employes;
they shall be graduates of some legally authorized medical college, and shall
be appointed for one year, and shall pay the sum of two hundred dollars
per annum each for their board and washing; they shall be required to
do such medical duties as the board of managers and superintendent may
require of them, and they may be summarily dismissed by the board of
managers for neglect of duty or any other cause which, in the judgment of
said board, may be sufficient to justify such dismissal.

9. They may take and hold in trust for the. State any grant or divise
of land, or any donation or bequest of money, or other personal property,
to be applied to the maintenance of insane persons, and the use of the Mary-
land hospital for the insane.

10. They shall annually, in the month of December, submit to the
governor a report showing the past year's operations, and actual state of
the hospital and property in their charge; and at the same time shall trans-
mit to the governor the annual report of the superintendent and treasurer,
which shall show all receipts and expenditures of every officer and employe,
and compensation of each; all which reports shall be laid before the general
assembly during the first ten days of its session.

11. They shall provide accommodation for at least four hundred pauper
lunatics of this State, who may be sent to the said hospital for curative treat-
