The Department of Health.

109. The head of the Department of Health shall be the State Board
of Health, constituted and organized as at present, except as hereinafter
provided, and having and exercising the rights, powers, duties, obliga-
tions and functions now or hereafter conferred by law.

The Department of Public Works.

110. The head of the Department of Public Works shall be the State
Roads Commission, constituted and organized as at present, except as
hereinafter provided, and having and exercising all the rights, powers,
duties, obligations and functions now or hereafter conferred by law.

The Commissioner of Motor Vehicles.

111. The Commissioner of Motor Vehicles shall continue to have and
exercise all the rights, powers, duties, obligations and functions now or
