spanning the Patapsco River below Ellicott City known as the Orange
Grove Footbridge, connecting the State Forest Reservations in Balti-
more and Howard Counties; and said department is further authorized
and directed to accept in like manner from the County Commissioners of
Baltimore County and the County Commissioners of Howard County a good
and sufficient deed for said footbridge when constructed and completed
by said Boards of County Commissioners.

44. Upon the conveyance of said bridge and said necessary approaches
and rights of way to the State of Maryland for the use of said Department
of Forestry, jurisdiction and control over the same shall vest in said
department, and thereafter neither the County Commissioners of Baltimore
County nor the County Commissioners of Howard County shall be charged
with any duty, responsibility or liability for the safety or maintenance of
said bridge, rights of way or approaches.

45. That the property to be acquired as directed by the two preceding
sections of this Article shall be by gift and without cost or expense to said
State Department of Forestry or to the State of Maryland, and said bridge,
rights of way and approaches shall, from the time acquired by the State
of Maryland for the use of said department, be maintained by said depart-
ment out of any surplus monies standing to the credit of the Forest Reserve
Fund, not otherwise appropriated.
