1190 ARTICLE 27.

maintenance of any of the public roads, streets or bridges under their
respective jurisdictions; and after the Governor has assigned the prisoners
to the State Roads Commission under Section 721, such of the total number
of prisoners certified to him under Section 720 as may then remain, may be
assigned by the Governor, in such numbers as he may deem equitable,
among and to the employ of the cities, towns and counties so applying as
aforesaid, for work upon the public roads and streets thereof.

723. It shall be the duty of the Board of Welfare to provide for the
guarding, transportation, lodging, feeding, clothing and medical and other
care and attention of such prisoners while employed on road work under
Sections 719 to 726, or to make such arrangements therefor as it may deem
adequate and proper; and said Board may make such rules and regulations
as may be necessary or proper to carry out the provisions of said sections.
When prisoners are assigned to the State Roads Commission under Section
721, the aforesaid expenses shall be paid by the State, but when prisoners
are assigned to any city, town or county, at its request, under Section 722,
said expenses shall be paid by such city, town or county, under such arrange-
ments therefor as it may make with or as may be satisfactory to the Board
of Welfare.

724. The State Roads Commission, and each county, city or town, as
the case may be, shall pay to the Board of Welfare, for each prisoner
assigned to and employed by it, respectively, as aforesaid, such sum as may
be agreed upon with the Board of Welfare per day for each and every day
that such prisoner is so employed; from which sum, such payments as the
Board of Welfare may determine shall be held by it to the credit of the
prisoner for whose account the same are made, and be paid to him upon his
release or discharge, or the said Board, in its discretion, may from time to
time pay such portion of said payments as it may deem proper to the wife,
children or other person or persons dependent upon such prisoner, if found
to be in need by the said Board, and hold the balance of such payments to
the credit of the prisoner. The said Board may make such rules and regula-
tions with respect to the collection and disbursement of said payments as
may be necessary or proper.

725. All prisoners working upon the roads or streets under Sections
719 to 726, shall be entitled to the same deductions or allowances for good
behavior, observance of discipline and rules and for diligent and faithful
labor, and shall be subject to the same forfeitures or punishments for the
lack or violation thereof, as such prisoners are now entitled to or are subject
to under the laws of this State; and in addition to such forfeitures or pun-
ishments, any prisoner employed on road work under Sections 719 to 726
who escapes or attempts to escape, shall be guilty of a misdemeanor, and
shall be confined for an additional term, in the discretion of the Court, not
