which the offense was committed or before the Criminal Court of Baltimore
City, be adjudged guilty of a misdemeanor and be sentenced to imprison-
ment in the institution to which he had been previously sentenced for a term
not less than three months nor for more than one-half of the entire term for
which he had been sentenced prior to his escape or effort to escape in the
discretion of the Court.

715. The County Roads Board using State convicts as provided in
Section 713 of this Article are hereby authorized and directed to pay to the
Board of Welfare ten (10) cents per day for each and every day that each
and every State convict works upon the public roads or bridges as provided
herein, and the Board of Welfare is hereby directed to hold such payments
to the credit of each convict and pay the same over to him on his release or
in the discretion of the Board of Welfare, one-half of the amount to the
credit of each convict may be paid to him, from time to time, or the entire
amount may be paid to the person to whom the convict may direct payment
to be made, or said payment may be made to the wife or children or other
person or persons, dependent upon said convict if found to be in need by the
said Board of Welfare.'

716. The Board of County Commissioners or other County Roads
Board of any County is hereby authorized and empowered to use such
moneys as may be appropriated for the construction of County or State
aid roads under its jurisdiction, and to apply so much thereof as may be
necessary to the maintenance of the convict road force and to meet the
expense of materials and equipment for the use of same.

717. The State-Roads Commission of Maryland may make application
to the Board of Welfare, similar to the Boards of County Commissioners,
for a State Convict Road force for the construction and maintenance of
state roads, and be under the same requirements and conditions as are
herein set forth for the said Board of County Commissioners or other
County Roads Board of the State of Maryland.

718. The Board of Welfare is hereby empowered to adopt special rules
applicable to such convicts that are employed upon public work herein
authorized and contemplated whereby convicts so employed shall be granted
additional good behavior allowance, conditioned upon their good deport-
ment and the cheerful compliance with such rules and regulations as may
be made by said Board of Welfare or said superintendent for the manage-
ment and control of the convicts so employed.1
