shall be made by the said Board out of any funds in the hands of said
Board, or by the State Treasurer, upon warrant of the Comptroller, of the
Treasury, out of the funds appropriated therefor.1

703. It shall be the duty of the Director of Welfare to cause an inspec-
tion to be made of the several county jails of the State of .Maryland as often
as he may deem proper, but not less than once in each and every year, and
the said Director shall report concerning such inspections to the Board of
Welfare and a copy of said report shall be sent the County Commissioners
of the respective counties, and the sheriffs, wardens or other persons charged
with the duty of keeping said jails shall allow such inspection to be made
at any time by the Director or his duly authorized representative.

704. The Springfield State Hospital, the Spring Grove4 State Hospital,
the Eastern Shore State Hospital, the Crownsville State Hospital and the
Rosewood State Training School, are each, on the taking effect of this Act,
placed in and shall thereafter exercise their functions as part of the Depart-
ment of Welfare, and shall prepare and submit to the Director of Welfare
quarterly statements of the receipts and expenditures as well as statements
containing full information of the number of inmates, their classification,
the per capita cost, the needs of the institution, proposed changes and the
estimate of the cost thereof. Each of said institutions shall continue under
the management of their respective Boards of Managers or Trustees, con-
stituted as now by law provided, and having and continuing to exercise the
same rights, powers, duties, obligations and functions. It shall, however,
be the duty of the Director of Welfare to inspect frequently conditions at
each of said institutions, and subject to the approval of the Governor, to
direct such change or changes therein as he may deem desirable, which
change or changes shall thereupon be put into effect.

705. The Director of Welfare shall be entitled to and shall receive the
advice, counsel and assistance of the Commissioner of Mental Hygiene and
of the Board of Mental Hygiene, or any member thereof, in the perform-
ance of any of his duties and the said Director of Welfare is hereby author-
ized and directed to call a joint meeting of the Board of Welfare and the
Board of Mental Hygiene as often as he may deem proper for the purpose
of promoting the general efficiency of all institutions, constituting a part
of the Department of Welfare.

706. Whenever any employee of the Maryland House of Correction or
the Maryland Penitentiary except the Warden, Chaplains, physicians,
