any sewage, washings or other offensive matters from any privy, cess-pool,
factory, trades establishment, slaughter-house, tannery, or other place, over
which he shall have control, to flow therein, or into any drain or pipe
communicating therewith, whereby the water supply of any city, town,
village, community or household, is fouled or rendered unfit for drinking
and domestic purposes, he shall be guilty of a misdemeanor, and shall,
upon conviction thereof in a court of competent jurisdiction, be fined not
more than two hundred dollars for every such offense; and after reason-
able notice, not exceeding fifteen days, from the State board of health, or
any local sanitary authority, to discontinue the act whereby such water
supply is fouled, a further sum of not more than fifty dollars for every day
during which the offense is continued.

Contracts with Public Institutions.

534. Every person having any official connection, either as officer,
agent, trustee or member of the board of visitors of any public institu-
tion, or private institution supported in whole or in part by money appro-
priated by the State of Maryland, who shall, after April 6, 1908, become
directly or indirectly concerned or interested, for profit, in any contract,
purchase or sale of anything for, by, or on account of such institution,
shall be deemed guilty of a misdemeanor; and any person so offending
shall upon conviction in any court of this State be immediately dismissed
from employment or forfeit his place as such officer, agent, trustee or mem-
ber of the board of visitors, and be subject to a fine not to exceed five
hundred dollars, to be recovered as other fines are, or imprisoned for a
term in the Maryland House of Correction not to exceed one year.

Separating Young Child from Mother.

An. Code, sec. 483A. 1916, ch. 210, sec. 484.

535. It shall be unlawful to separate a child under the age of six
months from its mother for the purpose of placing such child in a foster
home or institution for the maintenance of such child, or to assist or par-
ticipate in such separation, or to place, receive or retain any child in a
foster home or institution for the maintenance of such child, or to assist
or participate in so placing, receiving or retaining such child; unless it be
necessary for the physical good of the mother or of such child that they
be separated or that such child be placed, received or retained in a foster
home or institution for the maintenance of such child, and two physicians,
qualified to practice medicine in the State of Maryland, and who shall
have been engaged in active practice for at least five years, shall have
signed a certificate setting out the reasons for such necessity, or unless a
Court of competent jurisdiction shall have so ordered, or unless within
the discretion of the Board of State Aid and Charities such separation is
necessary, and said Board gives its written consent thereto.
