testimonials from two well known ornithologists, certifying to the good
character and fitness of said applicant to be entrusted with such privi-
lege, and must pay to said officer one dollar ($1.00) to defray the nec-
essary expenses attending the granting of such certificate, balance, if
any, to the State Game Protection Fund. On proof that the holder of
such certificate has captured or killed any bird, or taken the nest or
eggs of any bird for other than scientific purposes, the certificate shall
become void, and he shall be liable to a fine of not less than fifty dollars
($50.00) nor more than one hundred dollars ($100.00), or imprison-
ment of thirty (30) days, or both fine and imprisonment.

28H. The certificates authorized by Section 28G shall expire on the
31st day of December of the year issued, and shall not be transferable.

28 I. The English sparrow, starling, cooper's hawk, duck hawk,
sharp-shinned hawk, and great homed owl, are not included among the
birds protected by Sections 28-28K. Said sections do not prevent any
person from, killing crows or blackbirds on his premises if destructive
to crops, provided that said birds are not sold or offered for sale or
shipped out of the State.

28 J. Any person violating any of the provisions of Sections 28-28K,
except Section 28G, shall be guilty of a misdemeanor, and upon convic-
tion before any justice of the peace, shall be liable to a fine of not less
than Five dollars ($5.00) nor more than Twenty-five dollars ($25.00).
for each bird, living or dead, or part of a bird, or nest, or set of eggs
or part thereof killed or captured or possessed, in violation of Sections
28-28K, or be imprisoned in jail for not more than thirty (30) days,
or suffer both fine and imprisonment.

28K All game wardens, sheriffs, constables or other officers shall
have the duty of enforcing the provisions of Sections 28-28K.*

40. It shall be unlawful for one person to kill more than twelve
partridge (quail) in any one day, or more than two ruffed grouse in
any one day, or more than three English pheasants in any one day, or
more than fifty rail in any one day, or more than fifty reedbirds in any
