ARTICLE LXXXIX.
STATISTICS AND INFORMATION AS TO BRANCHES
OF INDUSTRY.*

1. A commission is hereby created which shall be known as the
State Board of Labor and Statistics, to be composed of three Commis-
sioners. On June 1, 1916, the Governor shall appoint such Commis-
sioners. The term of office of each of said Commissioners shall be two
years, and until his successor shall be appointed and shall have quali-
fied. Vacancies shall be filled by the Governor for the unexpired term.
The Governor may at any time remove any Commissioner from office
for inefficiency, neglect of duty or malfeasance in office. The Governor
shall designate one of said Commissioners to be the Chairman of the
Board. The other two Commissioners shall be known as advisory mem-
bers of the Board. A majority of the members of the Board shall con-
stitute a quorum for the transaction of all business. The salary of the
Chairman shall be two thousand five hundred dollars ($2,500) per
annum, and the salary of each of the Advisory members of the Board
shall be five hundred dollars ($500) per annum. The said Board shall
be allowed for actual and necessary expenses incurred in the discharge
of its duties.
Upon the appointment and qualification of the said State Board of
Labor and Statistics, the Bureau of Statistics and Information, and the
Chief of the Industrial Bureau, shall be abolished, and all of the powers
and duties conferred by this Article, or by any other law or laws of this
State, upon the said Bureau, or its Chief, shall thereupon be transferred
to and imposed and devolved upon the State Board of Labor and Statis-
tics hereby created, together with all records, documents, papers, monies
and all property and things of or appertaining to said Bureau of
Statistics and Information, and its Chief, all in like manner and with
the same effect and to the same extent as if the said State Board of
