will keep a full account of all moneys received and paid by him, and
all matters relating to the duties of his. office and preserve the same, and
all vouchers relating thereto, and deliver up all books and vouchers
relating to his office to his successor.

78A. The county superintendent of schools as treasurer of the
county board of education in the several counties is hereby authorized
and directed to deposit daily all public funds and moneys which shall
come into his hands for or on account of the public schools, in such
bank, banks, or banking institutions in his county which will agree to
pay the highest rate of interest, in no case to be less than 2% per
annum, compounded semi-annually, upon the daily balances, such bank,
banks, or banking institutions to be selected and designated, by the
county board of education of said county. The interest received on the
deposits shall be credited semi-annually to the school funds and become
a part of said funds to be accounted for by the superintendent of schools
in the same manner as the other school funds.

82. The state board of education and the state superintendent of
schools shall be the board of trustees of each of the normal schools main-
tained and supported by the State: the state normal school at Towson,
the state normal school at Frostburg and the state normal school at
Bowie.

83. The board of trustees shall exercise general supervision of the
expenditure of all money appropriated by the General Assembly for the
erection of buildings or additions, for repairs, up-keep, maintenance
and support of these schools, and shall have control and supervision of
their management and work. The board of trustees shall authorize all
departments of instruction and all positions, and shall fix the salaries
and tenure of all teachers, and all assistants of whatever kind; they
may dismiss any teacher or any assistant for immorality, dishonesty,
