*The act of 1916, chapter 23, authorizes the appointment of a commission to
report upon the practicability of providing for universal service, military educa-
tion and training in the public schools, and of creating a military reserve.
The act of 1916, chapter 376, continues in existence the educational survey com-
mission created by the act of 1914, chapter 844, empowers said commission to
make such a survey and makes an appropriation for the expenses thereof.
