such person or organization, if not relieved from such charge by the
Governor, shall pay the value of such property to the Adjutant General
within one year after such loss or destruction. The value of the lost or
destroyed property and the persons or organizations to be charged there-
with shall be determined by a board, to consist of an inspector on the
staff of the Brigade Commander and the Commanding Officer of the
organizations in which such property is lost or destroyed. In case of
disagreement, such value shall be fixed by the Adjutant General.

57. Any commissioned officer assigned to special duty by the Gov-
ernor, or by his authority, shall be paid per diem pay for the time
actually employed, and his necessary traveling expenses when such pay-
ment is authorized by the Governor. Judge Advocates shall be paid
for services in bringing any suits provided for in this Article, and for
services in actions or proceedings by habeas corpus, certiorari or other-
wise, such compensation as shall be approved by the Governor. All
staff officers shall be paid per diem pay for special services ordered by
competent authority, with the approval of the Governor. Enlisted men
on duty under orders of the Governor, but not at the time serving with
troops, shall receive per diem pay, their actual traveling expenses and
subsistence.

58. Whenever the Maryland National Guard or any portion thereof
shall be ordered out for duty or service in connection with the regular
troops and forces of the United States Army or Navy, or for any other
service different from that provided for in this Article, for which the
pay allowed shall be less than the pay provided for in this Article,
then the organizations so ordered out and performing such service shall,
in addition to the pay received, be paid the difference between the pay
received for such service and the pay provided for in this Article, out
of the militia funds of the State, so that they may thus be paid the full
amount provided for in this Article. The provisions of this Article not
to apply when the troops are regularly mustered into service of the
United States.

59. Each officer and enlisted man ordered for duty by the Governor
or under his authority by the commanding officer of the Brigade or the
Naval Brigade, shall receive the pay herein specified for every day
actually on duty. Officers, according to their rank, shall be entitled to
pay at the same rate per diem that officers of like rank receive in the
service of the United States, including longevity pay. Enlisted men
shall be paid the following rates per day: Non-commissioned staff offi-
cers, first sergeants and company quartermaster sergeants, two dollars;
sergeants, one dollar and seventy-five cents; corporals, cooks and far-
