bervice at any time, at the discretion of the Governor and Commander-
in-Chief, but such retired enlisted men shall not be entitled to have any
uniform or equipment belonging to the State or United States, except
when on active duty.

47. For all purposes under this Article officers and enlisted men of
the active militia who entered the United States service in the Spanish-
American War shall, on entering the active militia, be entitled to credit
for time served in the forces in the United States in that war as if his
service had been rendered in the active militia.

48. That an enlisted reserve corps of the National Guard shall be
organized in this State to consist of honorably discharged enlisted men
of the Army, Navy, Marine Corps of the United States and honorably
discharged enlisted men of the National Guard of the several States,
Territories, and the District of Columbia who have served with record
''good" or better for a period equal to one full enlistment, and civilians
of foreign birth who have had experience in actual wars and been hon-
orably discharged from service in their respective armies. Such reserve
shall in time of peace not exceed in numbers the difference between the
number of enlisted men of the National Guard and the number required
to. bring the organizations thereof up to the authorized war strength of
corresponding units in the Regular Army, with an addition of ten per
centum to be used for such purposes as needed.

49. Any enlisted man of the National Guard, who has served a full
enlistment of three (3) years, may, upon his own request in writing,
duly approved by his immediate commanding officer, be placed upon
he reserve list.
Any officer who has served continuously for five years, may, upon
his own request in writing, duly approved by his immediate command-
ing officer, be placed upon the reserve list. All officers and enlisted
men on the reserve list shall be liable for duty with the organization to
which they belonged at the time of being placed upon said reserve list,
either on active service, or at camps, of instruction; they shall be per-
mitted to retain and wear their uniform under the same regulations and
restrictions as the active members of the organization are permitted to
do. They may also be permitted, in the discretion of the commanding
officer of such organization, to perform such additional duties as they
may volunteer for, such as routine drills, parades, etc., provided, how-
ever, that no officer or man on the reserve list receive any pay or com-
pensation except while on active duty.
