annually together with the analyses made by, or under, the direction of
the State Chemist as hereinafter provided.

3. Every importer, manufacturer, manipulator, dealer, or agent
before selling, offering, or exposing for sale, within the State of Mary-
land any fertilizer shall pay to the Maryland State College of Agricul-
ture a fee of $10.00 per brand for each brand registered under Section
2 of this Article and on or before December 31st, of each year shall file
with the College a statement, made under oath in due form of law,
giving the total number of tons of fertilizer sold during that calendar
year in the State of Maryland, and shall pay thereon an inspection tax
of ten cents per ton; provided, however, goods sold in bulk to manufac-
turers, manipulators, or mixers for resale, of fertilizers shall not be
subject to the said tax of ten cents per ton; provided further that where
the tonnage tax paid in any one calendar year is in excess of the brand
tax of $10.00 above provided the said brand tax shall be rebated; and
provided further that when any manufacturer, dealer or importer has
paid the required inspection fees'no other person selling the same goods
under his name and brand shall be required to pay such fee.

4. Every bag, barrel, or package of fertilizer must bear plainly and
conspicuously on the outside of same, and every parcel or lot sold in
bulk must be accompanied by, a clear and true statement in legible
print, and in the order herein stated, the following:
The net weight of the contents of the package or lot in pounds;
Brand name or trade-mark;
Guaranteed analysis in percentage—
Nitrogen (N) in available form or its equivalent in Ammonia
(NH8);
Available Phosphoric Acid (P2O5) ;
Potash (K20) soluble in distilled water;
Name and address of manufacturer.
In lieu of the available phosphoric acid above stated, the soluble phos-
phoric acid, and the reverted phosphoric acid, may be given; also the
maximum per cent, of chlorine, and the minimum of insoluble phos-
phoric acid. There may also be stated on the package the source, or
sources, of the several fertilizing constituents. In the case of unacidu-
lated bone, tankage, fish or other animal, or vegetable matter, used as
fertilizer, it shall be lawful to guarantee the phosphoric acid as total
phosphoric acid, but it shall be unlawful to include the same constituents
more than once in the guaranteed analysis of any fertilizer, either in
the same form of chemical combination or in a different form of chemi-
cal combination; provided, however, that in the statement of the guar-
anteed analysis the minimum percentage only of the several constitu-
ents shall be given.
