374 LICENSES. [ART. LVI
account of any unsecured license or insufficient license, and shall add
to such amount a penalty of five per cent, a month on the license fee,
and certify the whole amount under the seal of their office to the Attor-
ney-General who shall recover such sum by an action of debt in the
name of the State of Maryland, and the suit shall be instituted before
a Justice of the Peace, if he has jurisdiction, or a Circuit Court for
the County, or if in Baltimore City, in the Baltimore City Court.
