duty on the part of any employee shall be cause for his immediate
removal by the inspector or said Board.

11. The inspector of tobacco,, with the approval of the said Board
of Agriculture, shall have power to appoint one chief clerk; one assist-
ant to the chief clerk, two assistant clerks; two samplers of tobacco; one
leceiving clerk, one shipping clerk, one weighing clerk and one distrib-
uting clerk; two sample tyefs, one janitor, one finder, one elevator and
stay-floor man, ten screwmen, and four laborers. The inspector may
also in his discretion or at the direction of the said State Board of
Agriculture employ such additional help (clerical and manual) as may
lie necessary for the efficient and economical management of the ware-
houses, and he shall keep in his office a current public record of such
additional help employed by him, the duties to be discharged and the
pay to be received by the same; and he may assign any appointee or
any employee to any work deemed by him necessary for the business of
the tobacco warehouses; or for. the promotion of the tobacco growing
industry of the State; and he shall (as far as possible) equitably appor-
tion the patronage at his disposal among the inhabitants of the tobacco
.growing counties of the State. The salary of the- inspector of tobacco
and the salaries and wages of all persons employed by him, with the
approval of the said State Board of Agriculture, shall be fixed by the
said State Board of Agriculture and the said Board shall also have
power to make such other expenditures as in its discretion may be
necessary or desirable to promote the interests of the tobacco growers
of the State, and efficiently and economically to manage the State
tobacco warehouses.

12. The salaries and wages of the inspector and all employees in
and for said warehouses, as also all operating expenses of said ware-
houses, shall be paid from the receipts thereof, and from no other
source.

13. The inspector shall have full charge of all the receipts and dis-
bursements of said warehouses, including repairs; repairs requiting the
expenditure of an amount in excess of two hundred dollars ($200.00)
shall only be made with the approval of the State Board of Agriculture,
and the inspector shall make a report quarterly to the Comptroller on
the first days of January, April, July and October of each year, showing
the receipts and disbursements of each of said warehouses, with vouchers
