moneys as may be appropriated for the construction of County or State
aid roads under its jurisdiction, and to apply so much thereof as may
be necessary to the maintenance of the convict road force and to meet
the expense of materials and equipment for the use of same.

682. The State Roads Commission of Maryland may make applica-
tion to the State Board of Prison Control, similar to the Boards of
County Commissioners, for a State Convict Road force for the construc-
tion and maintenance of state roads, and be under the same require-
ments and conditions as are herein set forth for the said Board of
County Commissioners or other County Roads Board of the State of
Maryland.

683. The State Board of Prison Control is hereby empowered to
adopt special rules applicable to such convicts that are employed upon
public work herein authorized and contemplated whereby convicts so
employed shall be granted additional good behavior allowance, condi-
tioned upon their good deportment and the cheerful compliance with
such rules and regulations as may be made by said Board of Prison
Control or said superintendent for the management and control of the
convicts so employed.*

684.+ All male prisoners confined in the Maryland Penitentiary, the
Maryland House of Correction, or any of the County, Town or City
Jails, shall be liable to labor upon the State, County and City roads and
streets in accordance with the provisions of sections 684 to 691; pro-
vided that nothing in said sections shall apply to the Baltimore City
Jail, or to the Mayor and City Council of Baltimore, or to the public
highways of the City.

685. The Governor of this State may from time to time require the
State Board of Prison Control to certify to him the number of male
prisoners confined in the Maryland Penitentiary and in the Maryland
House of Correction, who are physically able to work upon the public
roads of the State, or of any county, city or town thereof, and who are
available for such work. If the governing body of any town or city
other than Baltimore City or the County Commissioners of any county
desire the prisoners confined in the jails under their respective juris-
dictions to work upon the public roads or streets, then they may, in
like manner, certify to the Governor the number of male prisoners con-
