troller of the treasury and treasurer, or a majority of them, at private
sale, upon the best terms they can obtain for the same; provided, they
shall not be sold at less than par and accrued interest.

23. The actual cash proceeds of the sale of the certificates of
indebtedness to be issued under sections 20 to 25, shall be paid to the
treasurer of this State upon the warrant of the comptroller; and such
proceeds shall be used for the purposes hereinbefore mentioned; and
shall be paid by the treasurer upon the warrant of the comptroller to
the board of managers of the Maryland tuberculosis sanatorium upon
written orders of the treasurer and president or vice-president thereof,
from time to time, as such sums may be required.

24. [f the purposes contemplated by sections 20 to 25 should not
demand an immediate sale of all the certificates provided for, the
governor, comptroller of the treasury and state treasurer, or a majority
of them, may issue advertisements from time to time, in accordance
with the provisions of said sections, for such part or parts of said
loan as may from time to time be required.

25. The county commissioners of the counties of this State and the
mayor and city council of Baltimore city, are directed to levy the State
taxes for the year 1911, and annually thereafter, at one-eighth of one
cent on each one hundred dollars of assessable property, to be col-
lected according to law, to meet the interest and create a sinking fund
for the redemption of the "Sanatorium Loan" created under the provi-
sions of sections 20 to 25.

26. The general system of public roads provided for in the
act of 1908, chapter 141, shall be completed as soon as may be
feasible by the said commission, the time for the completion thereof
not to exceed, however, seven years from 1st day of July, 1908; and the
aggregate and total expenditures of the said commission for said pur-
poses shall not exceed the sum of five million dollars ($5,000 000) of
which sum not more than one million dollars ($1,000,000) shall be
expended in any one year, accounting from said 1st day of July, 1908.
And for the purpose of providing for said expenditures for the estab-
lishment, construction, improvement and maintenance of said general
system of public roads mentioned in said act, a loan is hereby created,
to be called "The State Roads Loan," to the amount of five million dol-
lars; the said loan shall bear date as follows: five hundred thousand dol-
lars, to be known as series "A," August 1. 1908; one million dollars, to
be known as series "B," February 1, 1909; one million dollars, to be
known as series "C," February 1, 1910; one million dollars, to be
