Art. Sec. Page

States. Congress shall prescribe the manner of proving

such acts, records, and proceedings.............. 4 1 10

Citizens of each State shall be entitled to all privil-
eges and immunities of citizens in the several

New States may be admitted by Congress into this

But no new State shall be formed or erected within
