38 INDEX TO THE CONSTITUTION OF THE UNITED STATES.

Art. Sec. Page

Representatives. Shall not be questioned in any other place

for any speech or debate. Members of the House of. 1 6 4

any civil office which shall have been created,
or the emoluments of which shall have been In-
