272 BILLS OF EXCHANGE AND PROMISSORY NOTES. [ART. 13 Ibid. sec. 14. 1898, ch. 119. 14. In this act, unless the context otherwise requires:
"Acceptance" means an acceptance completed by delivery or notifi- "Action" includes counter-claim and set-off.
"Bank" includes any person or association of persons carrying on

15. The person "primarily" liable on an instrument is the person
